Counselors consider a person is masturbating "too much" if their masturbation habits interfere with the daily activities of their lives — getting to school, to work, meeting friends, etc. Not many people have that problem. Some people masturbate every day (sometimes more than once) while others do it twice a month. Some people don't masturbate at all. Every person is different.
Masturbating will not affect a woman's period. In fact, masturbation has no harmful physical or emotional effects — none. Most people masturbate because it feels good. Many people feel guilty about it, however, because some people, and some religions, still consider masturbation a taboo — something forbidden. But, from a medical standpoint, it's a perfectly normal and healthy thing to do.
